Previously, the CSU had already decided to grant family grants for the construction or purchase of a home. According to them, they will be able to give up to 12,000 euros per child. The demand for a building children's allowance had already risen again three years after the abolition of the 2006 homeowner allowance in 2009, but could not be achieved at the time.
However, many experts consider that state funding is unnecessary. "Construction allowance benefits only those who are already in the upper income segment," says economist Stefan Kooths from the Kiel Institute for the World Economy. "There would be fewer families who could never get a building loan." It is better not to pay out family benefits which are linked to a particular use. "If you want to redistribute, it should be up to the families, for which they use the money - whether for the music lessons of the children or the real estate purchase," Kooths said.
